Meet the Staff
William C Kling
William C. Kling is an attorney and public policy expert with over 20 years’ experience in the public and non-profit sectors. He currently has an appointment with the UIC School of Public Health, Health Policy and Administration division, where he teaches policy and leadership courses. Mr. Kling also serves as a senior research scientist for UIC, University of Illinois Extension, and the University of Illinois at Urbana-Champaign Office of Sustainability. He received his BA degree in economics from the University of Colorado and his JD degree from the Illinois Institute of Technology (IIT)-Chicago Kent College of Law with a Certificate in Environmental and Energy Law and Policy. Throughout his career, he has provided advice and counsel to educational institutions, local governments and non-profit organizations. For the past several years, Mr. Kling has been engaged in public policy work in the areas of childhood obesity prevention, food systems, community preparedness and youth workforce development, including work on the 2007 Farm Bill.

Melissa Patel graduated from University of Illinois-Urbana (U of I) with a Bachelor's degree in Community Health with a focus in Health Education. She worked at Rush University Medical Center for 5 years before she decided to go to graduate school. She recently graduated from University of Illinois at Chicago (UIC) School of Public Health with a Masters's degree in Health Policy and Administration and was offered a position with UIC once she graduated. She had an opportunity of interning at Chicago Department of Public Health in their Health Planning and Policy department while obtaining her masters at UIC. She is excited to be a part of the SCIL Team because ten years ago she was in a terrible car accident and the seat belt saved her life. She is extremely hard working and eager to get the message out to the community that wearing the seat belt does save lives.

Melishia Bansa is happy to be a member of this phenomenal team. She is a second year at University of Illinois at Chicago School of Public Health in the Division of Health Policy and Administration. As a young minister, she has a lot of hands on experience networking and working in churches on various community projects that have provided countless resources, given jobs, provided homes to the needy, fed and clothed the poor, and been a voice for the oppressed. Now, Ms. Bansa has been given yet another chance to help save countless lives by promoting traffic safety through a much needed campaign.
Angelique Orr, founding Director of Phoenix Star Inc., is an Executive that holds a Master’s Degree in Science in Human Service Administration. Ms. Orr has over 17 years of professional experience demonstrating success in public administration, project development and management, policy and government relations, community organizing and engagement for public health, social justice and research initiatives. Ms. Orr has served in professional positions for government and nonprofit agencies in Chicago, throughout Illinois and overseas. Her expertise include strategic planning and management, business development, analytics, auditing and risk mitigation, process facilitation, operations and performance management, grant writing and development, contract management and compliance, coalition and team building, leadership development, training, advocacy and legislation implementation. In her spare time Angelique performs as an actress, motivational speaker and enjoys painting and dancing.
Joseph Lopez, founder of Envisage Strategy in 2010, is a result oriented, detailed, analytical professional with over 13 years of knowledge and experience in economic and community development, community engagement and public administration. He has held professional positions in the State of Illinois and City of Chicago governments and in the Public Finance/Capital Markets industry. Mr. Lopez has extensive experience in public policy development, public health and education, financial/budget analysis and management, program development and evaluation, community and economic development, performance management, sustainability planning, coalition building, contracts and grants development, management and compliance. Joseph Lopez has proven successful in public/private sector community partnerships.
Lisa Sparks is a Humanist that holds a Master’s Degree in School Guidance and Counseling from Lewis University, Romeoville IL. She has over fifteen years of successful school administration and management experience with a reputation for meeting some of the most challenging organizational goals and objectives. Ms. Sparks is a highly motivated self-starter whose passions include working in education and community service. Her expertise includes program/project management, implementing and monitoring policies and procedures, customized training, marketing, budgets, grants and program compliance. Lisa Sparks also enjoys working with youth and doing community outreach.
